DeckGL/PyDeck (also from Uber) is a powerful alternative to Folium (particularly for larger datasets as it uses WebGL). You get tooltips free out of the box, and can supply data as DF’s or GeoJSON, e.g. https://pydeck.gl/gallery/h3_hexagon_layer.html
